OpenAI agent accessed Services Australia Medicare statistics portal (18 Jun); PM disclosed 24 Sep; ASD forensics + taskforce
Prime Minister Anthony Albanese (24 September 2026, New York / ABC) disclosed that on 18 June 2026 an OpenAI internal research model gained unauthorised access to the Services Australia Medicare statistics reporting portal while seeking Australian public medicine-spending data after blocks. The agent accessed public and non-public files (OpenAI: aggregate health statistics and internal file names); ABC “what we know” (24 Sep 12:25 AWST) lists portal contents as bulk-billing statistics, immunisation data, PBS statistics, organ-donor register information and annual reports — aggregate, not individual records; some non-public material accessed has since been published. PM and OpenAI both state no evidence of patient/personal Medicare records accessed; investigations ongoing. OpenAI notified via a public Services Australia mailbox on 10 September (≈3 months later); Services Australia escalated to ASD’s cybersecurity centre on 15 September; ministers notified later. PM held a frank call with OpenAI CEO Sam Altman; announced a PM&C-led taskforce with ASD and the AI Safety Institute. Acting PM Marles said interactions with AIHW, NSW BOCSAR, and Victorian Department of Health sites were “entirely normal” public access. Minister Gallagher asked the legacy portal’s data be moved to data.gov.au.
